The Seafarers Training, Certification and Watchkeeping (STCW) Code

                          For the prescription of competency test, standard of educational course and training course, Specification of minimum standards of competency and criteria of competency evaluation of seafarers applying for Thai certification issued in accordance with the with Marine Department’s Regulation on the certification of seafarers operating in ships engaged on near-coastal voyages and ships engaged on international voyages B.E. 2565 (2022), International Convention on Standards of Training, Certification and Watchkeeping for Seafarers 1978, STCW as amended and (Seafarers’ Training, Certification and Watchkeeping STCW) Code as annexed to the convention.

By virtue of Section 279 of the Navigation in Thai Waters Act B.E. 2456 (1913) as amended by of the Navigation in Thai Waters Act (No. 13), B.E. 2525 (1982) including Clause 5, 14, 15, 16 and 23 of the Marine Department’s Regulation on the certification of seafarers operating in ships engaged on near-coastal voyages and ships engaged on international voyages B.E. 2565 (2022), the Director General of the Marine Department has announced the prescription as follows;

                    Clause 1 competency test, standard of educational course and training course, standard of competency and criteria of competency evaluation of seafarers applying for Thai certification issued in accordance with the with Marine Department’s Regulation on the certification of seafarers operating in ships engaged on near-coastal voyages and ships engaged on international voyages B.E. 2565 (2022) are as follows;

                            (I) Specification of minimum standard of competence for officers in charge of a navigational watch on ships of 500 gross tonnage or more (Table A-II/1)

                            (II) Specification of minimum standard of competence for masters and chief mates on ships of 500 gross tonnage or more (Table A-II/2)

                             (III) Specification of minimum standard of competence for officers in charge of a navigational watch and for masters on ships of less than 500 gross tonnage engaged on near-coastal voyages (Table A-II/3)

                            (IV) Specification of minimum standard of competence for ratings forming part of a navigational watch (Table A-II/4)

                            (V) Specification of minimum standards of competence of ratings as able seafarer deck (Table A-II/5)

                            (VI) Specification of minimum standard of competence for officers in charge of an engineering watch in a manned engine-room or designated duty engineers in a periodically unmanned engine-room (Table A-III/1)

                            (VII) Specification of minimum standard of competence for chief engineer officers and second engineer officers on ships powered by main propulsion machinery of 3,000 kW propulsion power or more (Table A-III/2)

                            (VIII) Specification of minimum standard of competence for ratings forming part of an engineering watch (Table A-III/4)

                            (IX) Specification of minimum standard of competence for ratings as able seafarer engine in a manned engine-room or designated to perform duties in a periodically unmanned engine-room (Table A-III/5)

                            (x) Specification of minimum standard of competence for electro-technical officers (Table A-III/6)

                            (XI) Specification of minimum standard of competence for electro-technical ratings (Table A-III/7)

                            (XII) Specification of minimum standard of competence for GMDSS radio operators (Table A-IV/2)

                            (XIII) Specification of minimum standard of competence in basic training for oil and chemical tanker cargo operations (Table A-V/1-1-1)

                            (XIV) Specification of minimum standard of competence in advanced training for oil tanker cargo operations (Table A-V/1-1-2)

                            (XV) Specification of minimum standard of competence in advanced training for chemical tanker cargo operations (Table A-V/1-1-3)

                            (XVI) Specification of minimum standard of competence in basic training for liquefied gas tanker cargo operations (Table A-V/1-2-1)

                            (XVII) Specification of minimum standard of competence in advanced training for liquefied gas tanker cargo operations (Table A-V/1-2-2)

                            (XVIII) Specification of minimum standard of competence in passenger ship crowd management training (Table A-V/2-1)

                            (XXXIII) Specifications of minimum standard of competence for ship security officers (Table A-VI/5)

                            (XXXV) Specifications of minimum standard of competence for seafarers with designated security duties (Table A-VI/6-2)

Clause 2 Details of the prescribed standard shall be as annexed to this notification 

                      This shall be effective from now on
