Marine Department Rule

Guidelines, Procedures, and Conditions for Certifying an Educational Training Institution, Curriculum and Training Courses  2022


To ensure activities regarding certification a training institution and accreditation of educational curriculum and training courses as stated in the International Convention on Standards of Training and Watchkeeping for Seafarers 1978, STCW as amended, the following are to be acknowledged.

By virtue of Article 5, Article 24, Article 25 and Article 28 of the Marine Department Regulations Concerning Examination of Knowledge of Operators in near coastal and international trade in criteria, methods and conditions for certifying training schools and educational curriculum and training courses as follows:

Article 1 This regulation shall be called "Regulations of the Marine Department on Guidelines, procedures and conditions for certifying educational training institution, curriculum and training courses, 2022.”

Article 2 This regulation shall come into effect from the day following the date of its publication in the Government Gazette.

Article 3 Repeal the 2015 regulation regarding ‘Guidelines, Procedures, and Conditions for certifying an educational training institution, its curriculum and training courses’

Article 4 Any rules, announcements, orders, or orders which is contrary to or inconsistent with this regulation, this regulation shall be applied instead

Article 5 Any training institution that wishes to apply to be a certified training institution may submit a request together with required documents to the Marine Department as follows:

(1) Details of the training school’s location and directions to its destination in detail

(2) Organization structure (Organization Chart), which must include the responsible unit/party of how a quality management system is operated as well as a duties and responsibilities of different units/parties

(3) Documents certifying an official institutional establishment under the law or from a government agency responsible for certifying a legal training school. This may be waived in the case that a training school in is the process of getting itself certified, but must include documents regarding the duration of time frame

(4) A combined plan showing the place the area of ​​the training school, the school building, the business building in each house, each floor, including details of the size of the classrooms to be studied for each training room.

(5) Tools and equipment to be used in the management of education and training that are currently available or tool supply plans and equipment with procedures and time Procurement

(6) Documentary evidence showing the authorized person authorized to sign on behalf of the training school

(7) Expected date of commencement of training studies

(8) Quality Standard System of the training school. (8.5) Process, internal quality certification assessment and review of achievement in accordance with the objectives of the training education plan. to ensure that the follow-up audit Process for effective quality control

(8.6) Documents for the quality standard system for the requirements of the educational and training process, there must be at least the following:

(8.6.1) Curriculum review and improvement
(8.6.2) Request for course certification
(8.6.3) Admission, selection of trainees
(8.6.4) Selection of persons responsible for training education
(8.6.5) Training of those responsible for training education.
(8.6.6) Attendance and teaching
(8.6.7) Examination and assessment
(8.6.8) feedback from trainees and ship operators
(8.6.9) Internal quality monitoring
(8.6.10) Correction and prevention of defects
(8.6.11) Management Review
(8.6.12) Procurement of tools and equipment
(8.6.13) Maintenance of tools and equipment
(8.6.14) Use of tools simulation (if applicable)
(8.6.15) On-board training (if any)
(8.6.16) Training certificate issuance
(8.6.17) Training certificate registration
(8.6.18) Reporting results of issuing training certificates
(8.6.19) Revocation of training certificate

However, if a training school that wishes to certify a training school is in the process of applying for certification of its quality management system while applying for certification of a training school under this regulation, it shall use documentary evidence submitted by the training school for support. If the quality standard system document cannot be presented at the first annual audit, it shall be deemed that the training school accreditation process is cancelled.

Article 6 When the documents and evidence are complete under Clause 5, the sub-committee appointed by the Curriculum Standards Committee shall have the duty to inspect the educational training establishments whether they are fully qualified and correct. and is appropriate to be a training school that conducts training in accordance with the standards set forth in the International Convention on Training Standards. issuing a diploma and the Guard Entry for Seafarers, 1978 and as amended. In this regard, the training academy wishing to certify a training school must administer the expenses of the inspection subcommittee for certifying a training school. that training

Article 7 When the Sub-Committee The audit in accordance with item 6 has been completed. The sub-committee shall report the audit results to the Curriculum Standards Committee for its consideration. In the case where the sub-committee deems that the accredited training establishments are suitable and meet the specified standards to present the audit report to the Curriculum Standards Committee for further consideration.

If the sub-committee deems that the accredited training school is not suitable notify the subcommittee's results, together with reasons, to the training school for revisions and submit all documents to the sub-committee for review again.

Article 8 After the Curriculum Standards Committee has approved the subcommittee's audit report, the secretary of the Curriculum Standards Committee shall present the result of the Curriculum Standards Committee's consideration to the Director-General of Marine Department for consideration and signing the training school certificate. The certificate of training school shall be valid for no more than 5 years from the date the Director-General signs the certificate. and the form of a training school certificate shall be in accordance with the appendix attached to this regulation.

Article 9 Prohibits the certification of training schools that have been revoked by the Marine Department. If the period of three years has not elapsed from the date the Marine Department revokes the certificate of the training school Even if the training school has changed its licensee, administrator, location, or the name of the training school to something else.

Article 10 Any training school wishing to apply for a course certification apply together with documentary evidence to the Marine Department as follows:

(1) A certificate of a training school issued by the Marine Department that is still valid at the date of submitting the application for accreditation of the course

(2) Documents showing permission to establish an educational establishment under the law or from a government agency responsible for

Article 11 When the documents and evidence are complete under Article 10, the sub-committee appointed by the Curriculum Standards Committee shall have the duty to examine and assess the details of the curriculum for certification in accordance with the following criteria. The course must be the expense manager of the audit subcommittee to certify the course of the training school.

(1) The course details, both theoretical and practical, must be in accordance with the knowledge and competence standards set forth in the regulations of the Marine Department concerning the examination of knowledge of persons operating in near-shore and international marine vessels, 2012 and has a topic, content, and number of hours of study or training not less than those specified in the central course of the Marine Department accreditation course.

(2) The qualification for an applicant for education or training must meet the requirements for issuing a certificate or a training certificate in accordance with the regulations of the Marine Department on the Examination of Knowledge of Operators in Offshore and International Maritime Ships, 2022.

(3) Instructors, assessors, teaching supervisors Assessment supervisor Qualifications and numbers must be appropriate enough for the level of education or training and the assessment of competence in each course. and according to set forth in the annex annexed to this Regulation. by showing documents proof of qualifications level of education and training Including relevant experience according to the responsibilities in each course the details of the properties are as follows.

(3.4) Qualifications and experiences of instructors and assessors in accordance with the criteria in (3.1.2) and (3.3.2) shall be in accordance with the details of qualifications prescribed. set forth in the annex attached to this regulation with the following criteria:

(3.4.1) Courses in a group of subjects requiring direct knowledge and experience in ships must be those who have the same qualifications as those in that course and have a shipbuilder's certificate.

(3.4.2) Subjects in a group of subjects that do not require direct knowledge and experience in ships must have qualifications that match that course

(3.5) In the case of using a certificate under the International Convention on Training Standards issuing a diploma and Guard Entry for Seafarers, 1978 and its amendments as a qualification for instructors or assessors, such certificates shall be issued by States parties to the International Convention on Training Standards. Issuing a diploma and entering the guard for seafarers, 1978 and amendments that have already agreed to accept the certificate with Thailand only.

(3.6) Training format for for theoretical training Training schools may provide on-site training or telecommunication training. or by electronic means (Real-Time Online Training). processes and practices to ensure that the training school can implement and implement the training model, educational plan, examination method or evaluation of training control measures. (4)Place, classroom, laboratory, materials, teaching equipment, textbooks and academic resources must be sufficiently appropriate for each course and meet the standards set forth in the Central Curriculum of the Marine Department. Unless a training school provides theoretical training by telecommunication or by electronic means (Real-Time Online Training), the subcommittee is not obliged to consider the suitability of the venue. and classroom of theoretical training management

(5) In case it is necessary to use the place, classroom, laboratory, materials and teaching equipment of others. Including simulation tools (Simulator) in the study or theoretical training. or practical courses that wish to be certified by the Marine Department The training school must provide evidence of agreement. or evidence of obtaining consent from that person to use the premises, classroom, laboratory, teaching materials and equipment, if the use of such places or materials must be authorized by the government The training school must present a document showing permission and the validity period of the permission to cover the period the educational establishment will use the facility.

(6) In the case of a tool Simulators for education, training or assessment must have a competence level appropriate for the educational, training or assessment objectives. They must also have educational, training, assessment, training and assessment processes in accordance with the requirements of Sections A-I/12 Part 1 and Part 2 of the Code of International Convention on Training Standards, Issuance and Certification. (7) A system of quality standards shall be established and required to have sufficient details to ensure that it is appropriate to achieve the quality policy. Article 12 When the Sub-Committee The audit in accordance with Article 11 has been completed. The sub-committee shall report the audit results to the Curriculum Standards Committee. In the event that the sub-committee deems that the details of the accredited courses are appropriate and have standards as stipulated in the rules in Article 11, the report of the results of the examination shall be presented to the Curriculum Standards Committee for further consideration. If the sub-committee deems that the details of the accredited courses are not appropriate Notify the subcommittee's results and reasons to the training school for revisions and submit all documents to the sub-committee for review again.

Article 13 When the Curriculum Standards Committee has approved the subcommittee's audit report, The secretary of the Curriculum Standards Committee shall present the results of the Curriculum Standards Committee's consideration to the Director-General of Marine Department for consideration and signing of the course certificate 5 years and the format of the course certificate shall be in accordance with the appendix attached to this regulation.



Article 14 A training school that has received a training school certificate or a course certificate from the Marine Department must meet at least the following conditions:

(1) submit the training schedule of the training academy each month; (Monthly Training Plan) of the following month according to the form and method of the Marine Department, by having the principal or authorized person Acting on behalf of each training school as a signatory to certify the authenticity The above training schedule must be delivered to the Marine Department within the last day of every month.

(2) Submit details of trainees in each course according to the format and method prescribed by the Marine Department. within 1 day prior to the first day of training of each course

(3) To arrange an audit by a third party every period of not more than 5 years, where the auditor must have knowledge of quality system standard audits and have qualifications or methods equivalent as follows:

(3.1) Having knowledge or experience relating to education and training of seafarers; or the issuance of a vessel operator certificate; or

(3.2) Having a certificate demonstrating knowledge and competence higher than that of a seafarer in accordance with requirement II/1 or requirement III/1 of the International Convention on Training Standards issuing a diploma and Guard Entry for Seafarers, 1978 and its amendments; or

(3.3) There are experts who are qualified under (3.1) or (3.2) to participate in the audit.

(4) Submit a report on the results of the assessment under (1) to the Curriculum Standards Committee; or the person assigned by the course committee every assessment period

(5) Procure and arrange for the place and equipment for training in the certified course in sufficient number and appropriate according to the type; level of education and training and assessment of competence Including the need to provide a maintenance plan for the aforementioned places and equipment

(6) Equip and maintain persons responsible for education or training, such as instructors, assessors, teaching supervisors; Assessment supervisors who are qualified according to the type and level of education and training in sufficient numbers for the implementation of accredited course of study and training.

(7) Conducting education or training in accordance with the details of the accredited curriculum, and in the event of material changes affecting the quality of education or training, it shall be considered by the Committee; Curriculum standards and obtain permission from the Director-General or the person assigned by the Director-General first.

(8) Procuring and installing a control system to supervise teaching or training standards as prescribed by the Curriculum Standards Committee;

(9) Issuing a certificate to those who have completed or completed training in accordance with the accredited course within 15 days from the date of passing the assessment. The details in the certificate shall be in accordance with the annex attached to this regulation.

(10) To report the results of training according to the monthly training schedule of the previous month according to the form and method prescribed by the Marine Department. It is required that the Marine Department be within the 5th day of every month by having the principal or the person authorized to act on behalf of the training school to sign to certify the authenticity.

(11) To control and supervise to prevent corruption in education or training;

(13) Report facts affecting educational quality to the Marine Department within 15 days.

(14) To review and improve the educational and training curriculum to be in accordance with the details of the central curriculum of the Marine Department within the time limit

(15) To prepare documentary evidence or quality record to be used as evidence for monitoring (Audit) by an inspector from the Marine Department. to complete all activities set forth in the quality standard system

(16) To arrange for a coordinator officer of the Training Education Institute to be stationed at the Seafarer Standards Division throughout the period where the Training Education Institute is certified.

(17) To keep the registration of the certificate issuance up to date; and report the results of the issuance of the certificate to the Seafarer Standards Division, the Marine Department in the form prescribed by the Marine Department within 7 working days with regard to the Knowledge Examination of Operators in the Near Shore and International Maritime Vessels, 2022 to deliver the information of the Completion of education or training in accordance with the courses previously accredited in accordance with the Marine Department's regulations regarding all proficiency exams for the Marine Department within one year from the date this regulation comes into force.

(18) Consent and facilitate the Curriculum Standards Committee or the person assigned by the Curriculum Standards Committee to conduct an annual audit at least once a year, provided that the training school must be the expense manager. of persons assigned by the Curriculum Standards Committee to conduct annual audits

(19) To agree and facilitate the Curriculum Standards Committee or the person entrusted by the Curriculum Standards Committee to act; Hot-Check Audit

(20) After receiving a course certificate from the Marine Department If training in such courses is not opened within one year from the date of receiving the course certificate or from the date of not opening education or training in such courses for more than one year without reasonable reasons and If the Marine Department does not notify the Marine Department in writing, it shall be deemed that the course certificate has expired and the Seafarer Standards Division shall, in writing, notify the said training establishment to return the course certificate to the Marine Department within 15 days from the date of receipt of such course certificate due and notify the relevant persons of the termination of the accreditation in the event that the training academy provides a reasonable reason for not opening the training in writing to the Marine Department prior to the expiration of the termination period of the course certification under the first paragraph is not less than 15 days and the Marine Department considers and agrees with the reasons of the training school, it shall be deemed that the course certificate will continue to be valid for the age specified in the course certificate.

(21) While an educational establishment is suspended or revoked a training school certificate The training academy shall submit information about all persons undergoing training to the Marine Department within 15 days from the date of suspension or revocation of the certificate of the training school,

Article 15 of the Training School wishing to renew. The training school certificate must be carried out as follows:

(1) Apply for renewal of the training school certificate to the Marine Department at least 30 days prior to the expiration date of the current training school certificate. Failure to apply for renewal in the above period will be deemed that the training school does not wish to renew the training school certificate. and must proceed in accordance with Article 5 of this Regulation again if wishing to apply for certification of a training school




(2) Submit documents showing qualifications as follows:

(2.1) There are no defects found from the external audit of the quality management system or found defects, but the defect correction plan has already been certified by the auditor before the date of submission of the request. renew and

(2.2) No defects found from the annual inspection or inspection without prior notice by the Marine Department. or found a defect but has prepared a deficiencies plan with the Marine Department and has been approved by the Director-General of the Marine Department before the date of filing the request for renewal.

(3) The secretary of the Examination Curriculum Standards Committee and report that the training academy submitting the request has all the qualifications under (2) or not if the secretary of the Curriculum Standards Committee has considered that the training school has not met all the qualifications The secretary of the Curriculum Standards Committee shall notify the result of the consideration to the training school and deemed that the implementation under this article has ended. If the secretary of the Curriculum Standards Committee sees that the training school has all the qualifications The secretary of the Curriculum Standards Committee shall report the results of the examination to the Curriculum Standards Committee. When the Curriculum Standards Committee has approved the examination report of the Secretary of the Curriculum Standards Committee Let the secretary of the Curriculum Standards Committee The results of the curriculum standards committee shall be presented to the Director-General of the Marine Department for consideration and signing of the course certificate. The course certificate is valid for 5 years and the format of the course certificate shall be in accordance with the annex attached to this regulation.

(4) In case of Marine Department accepts a request and documents from a training school wishing to renew a training school certificate in accordance with the rules in (1) and (2) but the current training school certificate has expired while the secretary of the Curriculum Standards Committee examines the qualifications. It shall be deemed that the current training school certificate is valid until the implementation under (3) is completed and does not affect the activities of the training school operated during that period. including training in accredited courses.

Article 16 A training establishment wishing to renew a course certificate must proceed as follows:

(1) Apply for renewal of a course certificate to the Marine Department at least 30 days prior to the expiration date of the current course certificate. If the renewal application is not submitted in the above deadlines will be deemed that the training institution does not wish to renew the course certificate. and must proceed in accordance with Article 10 of this Regulation again if wishing to accredit the course.

(2) The sub-committee appointed by the Curriculum Standards Committee shall examine and assess whether the details of the curriculum for which the curriculum certificate is renewed are appropriate and meet the standards as prescribed. However, the training academy wishing to renew the course certificate must be the expense manager of the sub-committee in the examination for the certification of the training school's curriculum.

(3) The sub-committee shall report the results of the examination of the renewal of the course certificate to the Curriculum Standards Committee that the details of the course for which the course certificate is renewed are appropriate and the standard is in accordance with the prescribed If the sub-committee deems that the details of the course requesting for the renewal of the course certificate are appropriate and there are still standards as stipulated in the rules in Clause 11, the results of the audit shall be presented to the Curriculum Standards Committee for further consideration. If the sub-committee deems that the details of the course requesting for the renewal of the course certificate are not appropriate the result of the subcommittee's consideration shall be notified to the training school and it shall be deemed that the implementation under this article is terminated.

(4) When the Curriculum Standards Committee has approved the subcommittee's audit report; The secretary of the Curriculum Standards Committee shall present the results of the Curriculum Standards Committee's consideration to the Director-General of Marine Department to consider and sign the course certificate. The course certificate is valid for 5 years and the format of the course certificate shall be in accordance with the appendix attached to these regulations.

(5) If Marine Department accepts the request and documents from the training school wishing to renew the course certificate If the current course certificate expires while the review subcommittee under (2), it shall be deemed that the current course certificate is valid until the implementation under (3) is completed and does not affect the training in the renewed course. Certificates of courses taken during the period

Article 17 It shall be deemed that the certificate of the training school and course certificates issued prior to this regulation are valid for one year from the date this regulation comes into force. Except for training school certificates and course certificates issued in 2021, they will be valid for 5 years from the date this regulation comes into force.

Article 18 The training school has received the training school certificate. or a course certificate under item 17, if wishing to renew a training school certificate or course certificate to proceed in accordance with this regulation The training school certificate must be renewed in accordance with Article 15 first. and then request for renewal of the course certificate under article 16

Article 19 The Director-General of the Marine Department shall oversee the execution of this regulation.
