Chiang Sean Commercial Port
The construction of Chiang Sean Commercial Port (CSCP) started in 2008, the major construction works at the port were completed beginning 2012,
and the port was officially opened end of March 2012. On the 18th of January 2011, the Cabinet resolved to authorize the Port Authority of Thailand (PAT)
to manage and operate the port. The port is located about 10 km south of the present Chiang Sean Port, with a total area of 640,000 m2 (387 rais,
about 40 times bigger than the first port). Chiang Sean Commercial Port is located on the right side of the mouth of the Sob Kok River in the Ban Saeo Sub-district,
within Chiang Sean District, in Chiang Rai Province. The port has the ambition to become a center of investment, trade, and transport in the Greater Mekong
Sub-region and a major gateway between Thailand and Southern China for the trade of goods.
Berth facilities
The port has two two-level sloped berths (30% slope) for loading and discharging general cargoes and a vertical berth for general cargo and container handling:
- Northern sloped berth: 300 m
berth length and an area of 9,600 square meters. Six wharfs can accommodate three 50-meter-long ships simultaneously.
- Southern sloped berth: 300 m berth length and an area of 9,600 square meters. There are six wharfs that can accommodate three 50-meter-long ships simultaneously.
- Vertical Berth: 200 meters berth length, which can accommodate three 50-meter-long ships simultaneously.
The port has the necessary infrastructure available for the transfer of dangerous goods and is remotely located with no populated areas in the near vicinity.
For the transfer of dangerous goods a separate, sufficiently large, dangerous goods area well away from office building and other cargo operations.
In the port the basin size is 200 m * 800 m with two 30 * 30 meters warehouses and a marshalling yard.

Port Facilities
For loading/discharging cargo the port is equipped with a 10-ton mobile crane, a 10-ton forklift, and a 3.5-ton capacity forklift.
All equipment is in good condition (new equipment from 2012).
The port is equipped with a container yard and is also provided with 20 plugs for reefer containers. The port has however until now not received
any reefer containers (or normal containers) in transit. Reefer containers that arrive are emptied in the port and the contents then get shipped by vessel.
At the entrance of the port, there is a weighing apparatus both for inbound and outbound traffic and there is also a parking area provided for trucks while waiting for loading and discharging.

Port Services
Chiang Saen Commercial Port has adopted a one-stop service system at the port office building. These services include Chiang Sean and Chiang Khong Port Office,
Marine Office of Chiang Rai Branch, Chiang Sean Customs House, Chiang Sean and Chiang Khong Food and Drug Checkpoint, International Health Control Office,
Chiang Sean Immigration Checkpoint, Chiang Sean Plant Quarantine Station, Chiang Rai Animal Quarantine Station and Chiang Rai Provincial Fish Inspection Office.
The port can also offer the following facilities to vessels: provisions & stores, fresh water, spare parts, bunkering of fuel, medical facilities, shore-based electricity,
and small ship repairs. The port also accepts solid and liquid waste from ships. In case of a spill, the port has 1 skimmer and a boom of 50 meters (provided by the Marine Department).
Connection to other transport networks
The inland cargo transport by road is possible through three highways, which are:
- Highway No. 1290 (Mea Sai – Chiang Sean)
- Highway No. 1016 (Mea Chan – Chiang Sean)
- Highway No. 1290 (Chiang Sean – Chiang Khong
Internationally, the ports connect with the East-West Economic Corridor and the North-South Economic Corridor. The two Corridors intersect at Phisanulok Province.
Air-borne transport can be made through Mea Fah Luang-Chiang Rai International Airport. There is also a plan to build a railway track to connect with Chiang Rai.
Security
The port has several security measures in place. The installation of a CCTV system covering the complete port area is completed. The access to the port
is controlled and there are measures in place to avoid unauthorized access to the port. Drivers entering and leaving the port must first pass a checkpoint
where all documents are inspected. The port has a surrounding fence of 2.5 meters high.
Working Hours
Cargo operations only take place during daytime. Normal working hours are from 08.30 in the morning till 16.30 in the afternoon.
On request, the working hours can be extended till 18.00. There are 16 people in total working at the port. 4 persons are PAT staff and there are 12 temporary workers.
Connection with other transport networks
There are three routes to access to the port. First, Highway No. 1 (Phaholyothin Road) turns into Highway No. 1016 at Mae Chan District and it is around 30 km to the port from there.
The port can also be reached by National Highway No. 1290 from Chiang Saen City and also by Highway No. 1129 from Chiang Khong District.
