Contingency Plan

All related agencies responding to pollution incidents are the Marine Department, Royal Thai Navy, Pollution Control Department, provincial governmental agencies in risk areas, etc.
Thailand also cooperates with neighboring countries to prepare for unexpected major pollution incidents.

The chain of command will be determined by the severity of the situation and the area of the incident. For example, if there is a spillage in the port limit areas, Marine Department
will act as both the coordination and command centers. Whereas, if the incident occurs outside the port limit areas, Royal Thai Navy will be the command center; meanwhile, the Marine
Department will still be the coordination center. As the coordination center, the Marine Department will closely coordinate with all relevant agencies to mobilize all available personnel
and equipment needed to tackle the pollution incidents in accordance with the National Contingency Plan approved under the Office of the Prime Minister Notification.

Moreover, to improve the enforcement on pollution response, Thailand has recently issued the Office of the Prime Minister Regulation on Management of Marine Oil and Chemical Pollution.
Under such regulation, the Committee on the Prevention and Combating of Oil and Chemical Pollution was established as the decision-making body and chaired by Prime Minister. Thailand
is developing the new National Contigency Plan which covers oil and chemical pollution response.

Pollution control and waste management

The Pollution Control Department (PCD) of the Ministry of Natural Resources and Environment (MONRE) is responsible for water quality and management, hazardous materials and pollution
control with coordination mechanisms between Environmental Affairs Division, Marine Department (MD) under the Ministry of Transport (MOT) and the Office of Natural Resources and
Environmental Policy and Planning (ONEP) under the Ministry of Natural Resources and Environment (MONRE) to manage the environmental and social impacts of IWT.
